The first neon signs were red
Neon gas itself glows a red orange, so red is the true neon color. In December 1910, Georges Claude lit two bright red neon tubes, each 12 meters long, at the Paris Motor Show. The Wikipedia page on neon lighting describes the event.
Two different codes
#FF073A comes from the xkcd color survey, where readers named colors on their own monitors in 2010. It is a red with a touch of pink. Wikipedia's alphabetical list gives neon red as #FF1818, which is closer to pure red. Neither code comes from a sign maker.
Black text gives 5.34 to 1 on #FF073A. White gives only 3.93 to 1, so keep white for large text.
