The highlighter color
The typical highlighter is fluorescent yellow. Its ink gets the glow from a dye called pyranine, according to the Wikipedia article on highlighters. Yellow is also handy because it leaves no shadow on a photocopy.
A yellow with green in it
#CFFF04 is the neon yellow of the xkcd survey from 2010. It has a lot of green, much like a yellow green marker. It is almost the same as fluorescent yellow and electric lime, which are both #CCFF00.
Wikipedia's alphabetical list gives neon yellow as #FFF700 and points to the Crayola list, but no crayon called Neon Yellow appears there. Black text on #CFFF04 scores 17.96 to 1. White text scores 1.17 to 1 and can't be read.
